On 13 January 2021, the third Meeting of the International Police Club on the topic ‘COVID-19: CRIME, CYBERSECURITY, SOCIETY, POLICE’ was held at the Moscow City Golf Club. It was dedicated to the greatest challenges of our time related to the state of crime and cybercrime.

The event was moderated by President of the International Police Association Russian Section (IPA RS) Yury Zhdanov. The meeting was attended by senior officials of the Investigative Committee of Russia, Prosecutor General’s Office of Russia, Ministry of Foreign Affairs, Ministry of Emergency Situations, Presidential Administration, SberBank, Russian public organisations, Presidents of the IPA Russian Section Regional Offices, partners and members of the organisation.

Among the invited guests also were: Ambassador of Israel to Russia Alexander Ben Zvi, Police Attaché of Hungary, Germany, Poland and Israel Paul Timkowski, who shared his experience in combatting crimes during the pandemic in Israel, Secretary General of the Union State of Russia and Belarus Grigory Rapota, President of the Moscow School of Management ‘Skolkovo’ Andrey Sharonov and others. More than 100 people took part in the meeting online, in particular, students at the police colleges of the IPA Russian Section in Saint Petersburg and Dagestan, as well as the police college in Anapa.  

The event was opened with a report on the current crime and security situation, mass protest movements in the world during the pandemic by Doctor of Law, Honoured Lawyer of Russia, retired Militia Major General Vladimir Ovchinsky. One of the main speakers on the topic ‘Cybersecurity during the COVID-19 pandemic’ became Deputy Chairman of the Executive Board of SberBank of Russia, member of the IPA Russian Section Supervisory Board Stanislav Kuznetsov, as well as Vice-President of the Lipetsk Regional Office of the IPA RS, Councillor of Justice Roman Torshin with a presentation ‘The use of modern technologies for holding the IPA events, including during the pandemic.’

The official part of the meeting ended with the presentation of the book ‘COVID-19: CRIME, CYBERSECURITY, SOCIETY, POLICE’ presented by the authors: President of the IPA RS Yury Zhdanov, Deputy Chairman of the Executive Board of SberBank of Russia, member of the IPA Russian Section Supervisory Board Stanislav Kuznetsov, Honoured Employee of the Ministry of Internal Affairs of Russia, retired Militia Major General Vladimir Ovchinsky, with an introductory speech by the Chairman of the Accounts Chamber Alexey Kudrin. General Director of the Centre for Advanced Management Solutions Maria Shklyaruk spoke about the advantages of the published book for law enforcement agencies and civil society institutions.

The evening ended with a gala dinner, where a concert was performed by leading singers of the Russian National Guard Academic Ensemble conducted by People’s Artist of Russia, Major General of Internal Service Viktor Eliseev, as well as by the famous illusionist Sergey Listopad.
